Under minimal guidance, develops policies for vehicle maintenance, facilities maintenance, and vehicle engineering to support all vehicle operations and meet agency objectives.  Serves as the key maintenance manager, providing leadership and direction to the organization.

This is an exempt position in Salary Grade V: Min $112,673.60 - Mid $140,129.60 - Max $167,585.60 per year. The starting salary will be within this range based on qualifications.

•Establishes direction for the Maintenance Department by setting goals and objectives, establishing performance and financial standards, and directing key personnel.
•Develops, reviews, and approves policies and procedures for maintenance training, and related operations, including safety requirements, operational efficiency, and financial and managerial objectives.
•Coordinates with managers of Bus Operations, Contract Transportation Services, Scheduling and Bus Operations Support, Contracts Administration and Materials Management, and other agency business units to ensure service requirements are met.
•Develops, administers, and monitors department budget; implements cost-effective changes.
•Provides leadership, coaches, evaluates, and plans the development of key department management staff; identifies areas in need of improvement and establishes personnel performance targets.
•Develops and monitors overall safety programs for the Department; oversees training program to promote workplace safety.
•Participates in labor negotiations to provide technical and managerial input; oversees administration of the collective bargaining agreements in the Department.
•Ensures the Department is prepared for reviews, inspections, and audits throughout the year in financial and operational areas, especially in areas central to compliance with regulations and safety standards.
•Ensures the Department provides appropriate project management for all contracts and procurements.



Any combination of education and experience equivalent to a bachelor's degree and a minimum of approximately eight years progressively responsible experience in transportation maintenance, maintenance vehicle manufacturing, or related fields, with eight years of experience in managing a complex maintenance department.  Managerial experience in a union environment is preferred.

•Methods, equipment, and tools used in vehicle and facilities maintenance.
•Vehicle component rebuild and manufacturing, productions, and product engineering.
•Alternative fuels and advanced vehicle technology.
•Safety and environmental standards and laws related to vehicle operation, maintenance shops, vehicle maintenance, and facility infrastructure.
•Negotiation and administration of labor agreements.
•Principles, techniques, and processes of local, regional, state, and federal government.
•Administrative principles and methods, including goal setting, program and budget development, and implementation
•Modern management theory and organizational development practices, including leadership development, succession planning and talent management, particularly in the area of transportation operations, and maintenance.
•Principles of management, supervision, training, and performance evaluation.
•Consensus building among various stakeholder groups.   
•Procurement and contract negotiation processes for government agencies.
•Principles and techniques of communication, including written, visual, and public speaking.
•Current transit and advances in contracted transit services with the private sector.
•Theories and modern techniques related to mechanical engineering and vehicle plant manufacturing.

Ability to:


•Establish/maintain cooperative labor-management relationships.
•Manage comprehensive vehicle maintenance program.
•Analyze complex transportation problems, allocate resources, formulate recommendations, implement work plans, and evaluate outcomes.
•Think and act strategically; formulate long-term and short-term objectives consistent with adopted goals and policies.
•Develop and implement objectives, policies, procedures, work standards, and internal controls.
•Prepare scopes of work, needs assessments, cost and benefit analyses, and related documentation.
•Communicate clearly and persuasively, as well as prepare and present management and technical reports.
•Take initiative and be innovative in problem solving to ensure high standards of performance are attained.
•Coach staff and implement a succession planning program.
