    About OCTA:

    The Orange County Transportation Authority (OCTA) is the county’s primary transportation agency. OCTA creates, funds, and delivers efficient transportation for Orange County. We keep Orange County moving with extensive bus and paratransit service, Metrolink commuter rail service, the 91 Express Lanes Toll Road, motorist services and freeway, street and road improvement projects.     Under minimal guidance, manages, supervises and coordinates the operation of the Pacific Surfliner including oversight of transportation, mechanical activities and station operations. Responsibilities require an exceptional ability to coordinate multiple tasks and build strong relationships across multiple functional areas.


    This is an exempt position in Salary Grade T: Min $93,537.60– Mid $115,107.20– Max $ 136,656.00 annually. The starting salary will be within this range based on qualifications.

    • Conducts frequent inspections to determine overall equipment condition. Ensures highest possible standards of cleanliness, performance and compliance with established performance measures.
    • Coordinates all activities with the contracted operator. Works closely with the contracted operator to ensure that all safety requirements and certifications are current and in compliance with all applicable regulations.
    • Works closely with the contracted operator to ensure that all required maintenance programs, policies and procedures are in place and complied with.
    • Develops and implements a program of compliance monitoring, reporting and oversight to ensure that the equipment maintenance program for the Pacific Surfliner fleet is carried out in full compliance with all regulatory requirements, industry best practices and contractual provisions/standards.
    • Performs station inspections on a regular basis; ensures that stations are operating in compliance with established station standards.
    • Assists with the development and implementation of standard policies and procedures for rail equipment and stations.
    • Provides effective and timely reports to management on the condition and policy adherence of rail vehicle maintenance and station maintenance operations.


    Any combination of education and experience equivalent to a bachelor's degree with a minimum of approximately six years progressively responsible experience in program management, rail operations, rail safety, rail vehicle maintenance, and railroad regulations. Advanced degree is preferred, and intercity passenger rail equipment maintenance rail experiences strongly desired.

    Knowledge of:


    • Comprehensive knowledge and understanding of railroad safety practices.
    • General railroad operating practices.
    • Passenger rail maintenance operations, policies and procedures.
    • Principles, practices, and techniques of project management including budget, procurement and contract management.
    • Passenger rail system equipment and technology.
    • Positive Train Control and Automatic Train Stop procedures.
    • California Public Utilities Commission and Federal Railroad Administration regulations.
    • US Food and Drug Administration regulations, pertaining to passenger equipment. 


    Ability to:


    • Communicate effectively at all levels and work collaboratively across lines of business and multi-functional team.
    • Effectively build professional relationships.
    • Work independently, advance tasks using strong judgement and problem-solving skills.
    • Communicate key information both in written and oral mediums.
