    About OCTA:

     

    The Orange County Transportation Authority (OCTA) is the county’s primary transportation agency. OCTA creates, funds, and delivers efficient transportation for Orange County. We keep Orange County moving with extensive bus and paratransit service, Metrolink commuter rail service, the 91 Express Lanes Toll Road, motorist services and freeway, street and road improvement projects.     Overview:

     

    Under general supervision, performs full scope of activities related to benefits administration including but not limited to health benefits, supplemental benefits, retirement programs, and deferred compensation. Provides basic research, analysis, and evaluation of agency benefit plans/programs to support potential changes. 

     

    This is an exempt position in Salary Grade N: Min $60,320.00– Mid $74,360.00– Max $88,379.20 annually. The starting salary will be within this range based on qualifications.

    Responsibilities

    • Administers employee benefit plans. Serves as an internal consultant to management and employees as an expert in the agency’s benefits programs including but not limited to medical, dental, vision, deferred compensation, and retirement benefits.
    • Assists employees with insurance plan issues or problems, oversees member eligibility updates and monthly invoice preparation/reconciliation; communicates new and revised information to employees and carriers through various media; prepares and distributes periodic employee communications.
    • Administers various other employee benefit programs including flexible benefits account, deferred compensation program, employee assistance program and benefits educational programs; researches additional benefits education resources and programs; makes recommendations to human resources management for implementation; develops and coordinates health fairs and other seminars.
    • Collects and analyzes competitive benefits information; participates in benefits surveys; prepares reports including statistics and graphical data; evaluates data related to claims and benefit policies to ensure compliance with legal requirements.
    • Coordinates the physical exam process as required by the drug and alcohol program and oversees the contract with the clinics. Evaluates and streamlines the benefits administration process; recommends changes in policies, procedures, and practices.
    • Prepares policies and procedures related to benefits administration; assists with preparing Board actions and proposals related to benefit contracts; assists in the negotiation of contracts for benefit services.
    • Participates in administering the annual open enrollment process.

    Qualifications

    Any combination of education and experience equivalent to a bachelor’s degree in business administration, human resources, or a related field and a minimum of approximately three years increasingly responsible professional benefits administration experience.  Certified Benefits Professional designation preferred.

     

    Knowledge of:

    • Operations and activities of a comprehensive human resources program.
    • Principles and practices of benefits administration; corporate benefit plans/programs, retirement.
    • Business mathematics and statistics; principles of business letter writing and report preparation.
    • Policies and procedures; pertinent federal, state and local laws, codes and regulations.

    Ability to:

    • Conduct research, analyze data and statistical information, summarize conclusions; recognize data trends and recommend changes.
    • Analyze current benefits administration processes and practices; identify methods to increase efficiencies and effectiveness.
    • Implement new and improved ways to provide benefit programs to employees.
    • Collaborate and communicate with customers as well as human resources team members to ensure competitive benefit programs are implemented; conduct focus groups.
    • Communicate clearly and concisely, both verbally and in writing; present effective presentations; communicate information and policy/program changes to employees.
