    About OCTA:

    The Orange County Transportation Authority (OCTA), Orange County’s primary transportation agency. It’s our job to develop and deliver transportation solutions to enhance the quality of life and keep Orange County moving.     Under general supervision, performs analytical tasks in the areas of budget development and control, performance measurements, and special projects within the business unit. Performs various administrative and financial fact-finding projects. May oversee selected company programs.

    This is a non-exempt position in Salary Grade M: Min $26.35 – Mid $32.48 – Max $38.60 per hour. The starting salary will be within this range based on qualifications.

    • Prepares the business unit’s operating and capital budgets which may include tracking expenses against budget. Reviews and makes recommendations on the viability and feasibility of line item requests. Researches and prepares line-item justifications for new cost elements, identifies funding sources, and identifies supporting rationale for changes in budget projections. Functions as a liaison between division and finance staff for budget development, including resolution of any system issues.
    • Inputs requisitions into Ellipse as required, reviews division invoices for accuracy, and authorizes invoices and requisitions with balances up to an established dollar value. Ensures budget compliance as well as proper coding of invoices and payment requests.
    • Prepares and reviews monthly and quarterly budget status reports and identifies significant elements for presentation to management. Prepares status reports on key budget projects, provides budget overview and recommendations. Contributes substantially to the preparation of year-end projections. Utilizes the budget activity reporting system to collect, analyze, report, explain variances and identify errors.
    • Conducts audits of contracts to ensure compliance. Organizes and participates in drafting and developing scopes of work. Assists with the business unit’s procurement and contract administration activities.
    • Collects, compiles, and analyzes financial data for both short- and long-range planning, including collecting and analyzing data for the Comprehensive Business Plan/Financial Planning and Analysis.
    • Oversees administration of various business unit programs. Develops and implements problem resolution, delivers presentations, describes guidelines, and writes staff reports, speeches, and handouts to communicate proposed procedural changes.
    • Collects, reviews, analyzes, reports and assists with the presentation of monthly and/or quarterly performance measurement and financial data for the business unit (i.e., fixed route operations, contracted services, paratransit, maintenance, fleet, or communications work plans). Tracks and analyzes performance metrics for project delivery. Recommends changes as appropriate.
    • Compiles, extracts, and analyzes data which supports current or projected business unit operations/functions.
    • Maintains familiarity with agency operations, strategies, and development. Monitors national business unit trends and developments and reports on significant items making recommendations as appropriate.
    • Performs special projects, such as conducting research and analyses or developing articles and speeches.
    • Assists the Grant Compliance Office in developing, maintaining and implementing the Authority’s federal compliance oversight program, including monitoring changes in federal requirements, disseminating new requirements, and assistance in the centralized tracking and monitoring of regulatory documents, compliance issues, and corrective actions needed to ensure federal requirements are met.
    • Performs project controls activities for a variety of marketing and outreach programs, and provides centralized planning, contract monitoring and invoice reviews needed to ensure projects and programs remain compliant, on-track, on-time, and within budget.
    • Assists in implementing community and business outreach programs, ensuring the company's mission and strategic goals are accomplished.


    Any combination of education and experience equivalent to a bachelor's degree in Business Administration, Management, or similar field with a minimum of approximately three years directly applicable experience.


    Knowledge of:


    • Generally recognized accounting, budgeting, and purchasing policies and procedures.
    • Internal procurement and contracting procedures.
    • Personal computers and business (Microsoft Office suite) software.
    • Creating and tracking performance measures
    • Basic project management techniques.
    • Research techniques and quantitative analysis including data collection, research, and financial analysis.
    • Communication and presentation techniques.


    Ability to:


    • Conduct data research and statistical analysis and prepare and organize comprehensive management reports, financial plans, performance measurement reports, and analysis.
    • Review administrative problems and adopt appropriate course of action.
    • Gather, compile and summarize complex data/information.
    • Communicate effectively orally and in writing with all levels of management and staff.
    • Prepare complex spread sheets
    • Prepare scopes of work.
    • Review policies and procedures and present sound recommendations.
