    About OCTA:

    The Orange County Transportation Authority (OCTA), Orange County’s primary transportation agency. It’s our job to develop and deliver transportation solutions to enhance the quality of life and keep Orange County moving.     Under general direction, develops, plans, analyzes, coordinates and implements the programming and administration of multi-modal transportation funding programs and related activities.  Incumbents may be assigned to Discretionary Funding Programs, Formula Funding Programs or Measure M Local Programs in the Capital Programming Department in the Planning Division.   


    Discretionary Funding Programs focuses on pursuing competitive program funds from regional, state and federal fund sources and may issue calls for projects utilizing state or federal funds. Formula Funding Programs aligns formula funds with high priority OCTA projects and ensures that projects of regional significance are included in the Federal Transportation Improvement Program.   Measure M Local Programs focuses on distributing and administering funds from Orange County’s transportation sales tax, Measure M or OCGo to local agencies and works with those agencies to ensure they comply with program requirements and maintain eligibility to receive funds.


    Transportation Funding Analyst - This is an exempt position in Salary Grade P: Min $66,872.00 – Mid $82,118.40 – Max $97,344.00 per year. The starting salary will be within this range based on qualifications.


    Transportation Funding Analyst, Senior - This is an exempt position in Salary Grade R: Min $74,110.40 – Mid $91,416.00 – Max $108,721.60 per year. The starting salary will be within this range based on qualifications.

    • Conducts research, interpretation, analysis, programming, forecasting and preparation of applications, allocations and reports for existing and new federal, state and local funding sources (such as State Transportation Improvement Program, SB1, Cap and Trade, Federal Transit Administration, and Congestion Mitigation and Air Quality Improvement Program) as well as preparation and submittal of funding proposals, allocation requests and required reports. 
    • Provides technical guidance to management and policy makers on funding alternatives to ensure that the region fully leverages all available funding and remains in compliance with grant program rules and regulations as well as grant terms and conditions.
    • Develops and presents written, oral and visual reports, agendas, presentations, workshops, analyses, maps, charts, and other graphics for the Board of Directors, policy and stakeholder committees such as the Technical Advisory Committee, agencies, community groups, private organizations, internal staff and members of the public.
    • Represents the agency, and responds to inquiries of the public, professional groups, consultants, contractors, cities, and federal, state, and local regulatory and government agencies.
    • Administers or supports call for projects to provide funding to local agencies under various funding programs.
    • Prepares and maintains manuals, guidebooks and guidelines for funding related programs, requirements, processes and calls for projects.  Serves as liaison between the local agencies, OCTA and other funding agencies. Develops and provides training/workshops related to funding programs.
    • Maintains project specific funding and funding eligibility information and schedules for multiple federal, state and local funding programs, measures, and/or propositions.  Maintains records related to recipients, funding allocations, project details, and expenditures using spreadsheets and databases.
    • Manages project funding.  Monitors project implementation status as well as tracks progress against time and funding requirements.  Develops and monitors financial programming documents as well as assists with the development of agreements and documents necessary to receive or to provide funding. Processes grant and other payment and reimbursement requests. Participates in project closeout. Assist with internal and external financial or grant related audits and reviews.
    • Remains current on changing federal, state and local grant rules and regulations, and comments on proposed grant related legislation, rules, and requirements.
    • Assesses agencies and projects for eligibility for federal, state and local funding programs consistent with various measures’ ordinances or funding guidelines and coordinates with agencies and project managers to ensure continued or future eligibility
    • Prepares and distributes meeting agendas, meeting minutes, correspondence, etc., for administration of various programming meetings.
    • Develops scopes of work and participates in vendor selection for transportation related projects as well as monitoring the performance of selected consultants/ contractors.
    • Performs other related duties as assigned.


    Transportation Funding Analyst - Any combination of education and experience equivalent to a bachelor's degree in transportation planning, public administration, business, economics, finance, marketing, communications, social sciences or related field with a minimum of approximately three years of increasingly responsible professional applicable transportation or financial analysis or grants management experience.


    Transportation Funding Analyst, Senior - Any combination of education and experience equivalent to a bachelor's degree in planning public/business administration, finance, marketing, social sciences, communications, or related field with a minimum of approximately five years related experience, three of which are at the journey level in transportation or financial analysis, or grants management. Master’s degree in field desirable.


    Knowledge of:


    • Major federal, state and local transportation funding sources and financial programming requirements for funding capital projects and the related laws, regulations and processes
    • Principles and practices of planning, transportation, project development, transit and transportation planning, transportation funding and programming.
    • Project development, implementation, and management techniques and systems.
    • Familiarity with the State, Federal and Local (Measure M2) funding Programs and Projects. 
    • Local, state and federal laws, rulemaking, regulations and procedures related to planning, environmental analysis, funding sources, and project development, including the California Department of Transportation project development process.
    • Computer applications including word processing, advanced spreadsheet applications, databases, presentations, internet, and transportation modeling software.
    • Web-based grant development, management and reporting systems.
    • Research and statistical methods and techniques.
    • Principles and applications of travel demand forecasting, air quality and benefit -cost models.
    • General financial and project management techniques and systems.
    • General accounting, budgeting, and finance methods.
    • Contracting methods and contract negotiations.

    Ability to:


    • Perform analysis of potential funding sources and summarize information in reports and formulate recommendations.
    • Manage multiple activities concurrently and within strict deadlines.
    • Demonstrate excellent written and verbal communication skills, and ability to write in a clear and persuasive manner.
    • Coordinate the work and manage the projects of staff and consultants.
    • Develop and apply an understanding of departmental and agency goals and objectives.
    • Conduct research, analyze and interpret complex data, and formulate recommendations on that data.
    • Analyze and interpret complex legislation and federal, state and local rules and regulations, and determine potential impacts to the agency.
    • Establish funding programs and associated policies and procedures.
    • Establish and maintain priorities and work with minimal guidance.
