    Overview:

     

    Under general supervision, participates in the development of all major department projects such as: development of the annual budget, annual accruals, funding analysis, variance analysis reporting, grants administration, projects monitoring and reporting, procurement activities, ad hoc analysis and special projects as assigned.

     

    Financial Analyst, Associate - Grants and Revenue Administration: This is a non-exempt position in Salary Grade M: Min $26.35 – Mid $32.48 – Max $38.60 per hour. The starting salary will be within this range based on qualifications.

     

    Financial Analyst: Grants and Revenue Administration: This is an exempt position in Salary Grade P: Min $66,872.00 – Mid $82,118.40 – Max $97,344.00 per year. The starting salary will be within this range based on qualifications.

    Responsibilities

    • Administers various grants including but not limited to Federal Transit Administration (FTA), Federal Highway Administration (FHWA), Caltrans, California State Transportation Agency (CalSTA), South Coast Air Quality Management District (SCAQMD). Recommends to improve and maintain reimbursement instructions for all assigned grants.
    • Compiles contract award information, checks contracts for federal requirements and prepares reimbursement instructions.
    • Coordinates with the internal OCTA staff to prepare FTA Quarterly Milestone Reports (MPRs) and Federal Financial Reports (FFRs).
    • Works in close coordination with CAMM and Project Managers monitoring grant funded procurements. Requests project status report per FTA reporting requirements.
    • Understands the federal, state and local requirements for grant reimbursement procedures.
    • Works with the Senior Management to prepare reconciliation for grant reimbursed contracts obligated in the internal systems.
    • Works with various systems including IFAS, Grants Management System and FTA Transit Award Management System (TrAMS).
    • Completes all necessary grant reporting requirements to State and Federal agencies.
    • Completes special projects as assigned.
    • Updates standard operating procedures for Grants and Revenue Department.

    Qualifications

    Financial Analyst, Associate: Any combination of education and experience equivalent to a bachelor’s degree in business, finance, accounting, mathematics, statistics, economics, or related discipline. Related experience preferred.

     

    Financial Analyst: Any combination of education and experience equivalent to a bachelor's degree in business, mathematics, statistics, finance, economics, planning, or related fields with a minimum of three years financial analysis experience, which includes: budgeting, forecasting, reconciliation and grants administration.  Must be detailed oriented, have strong analytical and organizational skills, and can multi-task.

     

    Knowledge of: 

    • Advanced Microsoft Excel skills: pivot tables, lookup functions, nested sum if statements, macros, etc.
    • Working with PowerPoint.
    • Microsoft ACCESS.
    • Cost-benefit and sensitivity analysis models.
    • Experience developing and working with financial models.
    • Budget and forecasting.
    • Report and business correspondence writing and the preparation of reports.
    • Principles of federal, state and local transportation funding programs.

    Ability to:

    • Interpret an extensive variety of instructions in verbal, written or diagram form while understanding the nuances of the request.
    • Efficiently define problems, collect data, develop thorough and intuitive analysis, then draw and communicate reasonable, accurate, and defensible conclusions.
    • Perform complex financial analyses utilizing Excel.
    • Work autonomously after receiving clear directions.
    • Utilize strong analytical and organizational skills.
    • Write reports and business correspondence and develop presentations.
    • Establish priorities and coordinate work activities.
    • Work proficiently and independently and in a team environment.
    • Pay strong attention to detail and have an aptitude for multi-tasking.
    • Write well and communicate effectively, orally and in writing.
